The Faculty of Law, Manipal University Jaipur, hosted a Special Lecture by Prof. (Dr.) Stephan Barnes, Professor and Dean , Penn State Dickinson Law, Pennsylvania State University, Pennsylvania, U.S.A. on "How Checks and Balances Work Under the U.S. Constitution". Prof. Barnes provided deep insights into the separation of powers, the role of judicial review, and the interaction between federal and state authorities, drawing parallels between the U.S. and Indian constitutional frameworks. Students actively participated in discussions on how these principles shape democratic governance and ensure institutional accountability. Such sessions play a crucial role in broadening perspectives on comparative constitutional law.
The eminent speaker, Prof. Stephen G. Barnes is Dean and Professor at Penn State Dickinson Law at the Pennsylvania State University, Pennsylvania, U.S.A. He supervises the graduate program and international programs at the Penn State Law. His focus areas are on constitutional law, and law and society. Prof. Stephan earned B.A. in Political Science at Brigham Young University; M.B.A. at the George Washington University, and his J.D. at the University of Oregon School of Law. He has successfully followed profession as a lawyer and businessperson followed by academics. Prof. Stephan worked as Visiting Professor for 8 years in The China University of Political Science and Law and engaged with many ministries and universities there. In 2015, Steve was appointed as Assistant Dean at Penn State Dickinson Law. During his tenure, more than 1300 lawyers, judges, graduates, professors, civil servants graduated.
